CHE Gazettes Revised Higher Education Qualifications Sub-Framework

The Council on Higher Education (CHE) has released the Revised Higher Education Qualifications Sub-Framework (HEQSF), which became effective on publication in Government Gazette No. 54941 on 3 July 2026.

The HEQSF is the policy framework that defines the parameters for all higher education qualifications within South Africa’s National Qualifications Framework (NQF). The CHE has confirmed that some of the supporting policies needed to fully implement the Revised HEQSF are still being finalised.

What this means for students: this is a policy and institutional-level change. If you are currently enrolled in a higher education qualification, continue with your studies as normal — universities and colleges will communicate any programme-specific implications directly. Prospective students can check the CHE website for the current framework when researching new qualifications.
